The local urban development plan is a urban planning document (PLU). It sets out the conditions for land use and development.
The Intercommunal Local Planning Scheme (PLUi) is a regulatory planning and urban development document for a group of municipalities.
It defines the functioning and the challenges of the territory, builds a planning and development project for the next 20 years and formalises it through rules for land use and occupation.
The PLUi must give spatial expression to a shared territorial project, consolidating national and regional planning policies and integrating the specific characteristics of the CAPLD municipalities.
The law ALUR encouraged the creation of inter-municipal local urban plans (PLUi) by organising a transfer of powers from communes to communities of communes and conurbations.
The Ministry for the Interior and Overseas Territories and the Minister for Ecological Transition and Territorial Cohesion, responsible for Local Authorities and Rural Areas, has provided details of the rules governing the application of these PLUi.

Le local urban development plan is a legally binding urban planning document in France. Its aim is to provide a framework for urban development at municipal level, in line with the principles of sustainable development. Created by the SRU law of 13 December 2000, replacing the land use plan (P. O. S)It is a continuation of the former, with extended prerogatives.
Among other functions, the PLU determines land use, delimits zoning, establishes buildable and unbuildable zones, establishes areas to be protected, or even determines the "zones to be protected". land use coefficients (COS), i.e. maximum densities. It must comply with other regulations such as :
-the SCOT,
-the regional nature park charter
-or the urban travel plan (PDU).
A PLU is adopted by the Town Council following a procedure involving consultation with the public bodies concerned and a public enquiry.
Since the NOTRe law of 2015, the PLU, which has become PLUI for inter-communal local urban development planis an inter-municipal responsibility. Unless a commune objects, the creation of a PLUI is one of the EPCI's compulsory responsibilities.
