Commercial planning is a set of measures designed to enable commercial activities to develop in a harmonious and efficient manner, consistent with other urban planning measures.
The Commission nationale d'aménagement commercial (CNAC) is the appeal body for decisions and opinions issued by the commissions départementales d'aménagement commercial (CDAC). Referral to the CNAC constitutes an administrative appeal that is a prerequisite for any litigation. The CNAC gives its decision within four months of the date of referral.
Responsible for appeals against the decisions and opinions of the departmental commercial development commissions, the CNAC examines projects to set up and extend commercial facilities in the light of the freedom to trade, quality regional development, environmental protection and consumer protection.
