The urban pre-emption right (DPU) is a procedure that allows a public entity (e.g. a local authority) to acquire, as a priority, in certain areas defined in advance by it, a property put up for sale by a natural person (private individual) or legal entity (company), with the aim of carrying out urban development operations.
