The urban pre-emption right (DPU) is a procedure that allows a public entity (e.g. a local authority) to acquire, as a priority, in certain areas defined in advance by it, a property put up for sale by a natural person (private individual) or legal entity (company), with the aim of carrying out urban development operations. The property owner is then not free to sell the property to the buyer of his or her choice and on the terms he or she wishes.
